Tribal social protection schemes: center to revamp a series of tribal social protection schemes
The Department of Tribal Affairs has tabled a Cabinet memorandum for the complete overhaul of tribal welfare regimes. This overhaul would focus on three areas: education, social protection programs run by voluntary organizations, and state grants for tribal social protection programs.
The ministry has received approval from the Expenditure Finance Committee (EFC) and is expected to get the green light from Cabinet this month. The centerpiece of the reform is the education sector. The Center has proposed a plan to modify its Eklavya Model Residential School (EMRS) program, which is the first residential school for tribal students.
The government has decided to set up six digital classrooms in each EMRS managed from its own building. At present, there are 367 functioning EMRS, of which 198 operate from their own buildings. According to sources, each of these functioning schools operating from their own buildings will have digital classrooms.
A senior official from the Department of Tribal Affairs told ET: âWe have identified 175 schools to install digital classrooms. The first set of classrooms is expected to be completed in 50 schools by December. above all, especially during the pandemic. The Center also consolidates all scholarship programs under one umbrella program to ensure rapid disbursement to deserving students.
Among the main reforms planned is the establishment of a central project monitoring unit and similar units in all tribal-dominated states in order to ensure better implementation of social protection programs. “For the first time, funds will be allocated for the establishment of these project monitoring units. â¹ 50 crore will be allocated to each state and â¹ 20 crore for the establishment of the central unit.”
The government is also emphasizing a results-based approach to ensure that funds allocated for tribal welfare are used in a targeted manner. “The monitoring units will oversee all projects implemented by non-governmental organizations. If the money has been allocated for the creation of assets, it will be ensured that all physical assets are geolocated,” the official said.
